Strengthening the capacity of institutions—including the Directorate General of the Budget (DGB), finance ministries, and budget and treasury services—results in more effective policies and sounder public financial management. The DGB Excellence Center works with staff and officials to build skills through demand-driven, tailored training and technical assistance focused on budget execution, expenditure control, performance budgeting, and fiscal reporting. Capacity development helps improve budget preparation and execution, modernize controls and reporting, strengthen governance, and align practices with international standards.

The DGB Excellence Center delivers capacity development through intensive in-person and online training under Program 034. Training is offered at headquarters and across regional offices, with a mix of classroom sessions, e-learning, and practical exercises. The Center focuses on competency-based learning and evaluation to ensure that participants acquire the required skills for budget professions.

Public Finance & Budget Execution
Helps staff master budget formulation, execution, and control; revenue and expenditure management; and fiscal reporting. This supports fiscal sustainability, transparency, and effective use of public resources.
Expenditure Management & Control
Strengthens capacity in expenditure control, commitment and payment procedures, and internal audit. Enables better oversight and compliance with rules and performance objectives.
Performance Budgeting & Reporting
Builds skills in program budgeting, performance indicators, and evaluation. Supports the modernization of budget presentation and reporting for decision-making.
Legal & Governance Frameworks
Works with staff to align practices with the legal and governance framework for public finance, including finance laws, regulations, and international standards. Supports reform implementation and accountability.
