Privacy policy
This policy explains what personal data the DGB Excellence Center collects on www.dgbcenter.com and its learning platform, why, and how it is protected. It also explains how the site uses YouTube API Services.

Who we are
The DGB Excellence Center is the training center of the Direction Générale du Budget (DGB), Ministry of Finance, Republic of Cameroon (www.dgb.cm). It is responsible for the personal data described here.
The portal (www.dgbcenter.com), the Control Center used by DGB staff, the live screens in the training centers and the learning platform (lms.dgbcenter.com) were built and are operated for the DGB by Glappy Inc.
What we collect
We only collect what the training program needs:
- Portal accounts: name, work email, role, department or structure, a system user ID, language preference and a hashed password. A temporary first sign-in password issued by an administrator is deleted at the first sign-in.
- Learning records: enrollments, lesson progress, time spent learning, quiz attempts and answers, assignments, grades and feedback, certificates, forum posts and live class registrations.
- Learning platform (lms.dgbcenter.com): the learner profile, course enrollments, progress and grades kept by the Open edX platform when you sign in to it.
- Live class questions: the name, email, training center and question you submit on an ask page, and the written answer, so the instructor can reply to you by email.
- Live stream viewing: watching a live class requires a staff or executive account or a training-center TV link. We check that access but do not record which individuals watch. TV links only record when they were last used. The picture comes from YouTube (embedded player) or from our own video server.
- Administrator audit logs: actions taken in the Control Center (for example creating a user, going live or changing a setting), with the account, time, IP address and browser type.
- Cookies: a sign-in session cookie (expires after 12 hours), a security cookie that protects forms, and your language choice. We use Vercel Speed Insights to measure page performance; it does not identify you. We do not use advertising or tracking cookies.
How we use it
Personal data is used only to run the DGB training program:
- to give you access to courses, track progress, record grades and issue certificates;
- to send class reminders and answers to your questions;
- to show live classes on the site and on the training-center TVs;
- to secure accounts, investigate misuse and keep an audit trail of administrator actions.
Google and YouTube
Live classes are broadcast on the DGB YouTube channel @DgbCE. The Control Center can connect that channel with Google sign-in using YouTube API Services. Only the @DgbCE channel can be connected; any other Google account is refused and its access is revoked immediately.
The connection uses the read-only scope (youtube.readonly) for one purpose only: to detect the @DgbCE channel’s live broadcast that is currently on air, so the site and the training-center TVs can display it. The app reads the channel’s name and ID and the ID, title and status of its active live broadcasts. It does not upload, edit or delete anything, and it does not read viewers’ data.
Google returns a refresh token for this connection. It is stored encrypted (AES-256-GCM) on our servers and used only to make that read-only request. It is never shared or sold, and it is never used for advertising.
The channel owner can revoke access at any time in the Google account at myaccount.google.com/permissions, or with Disconnect in the Control Center, which revokes the token at Google and deletes it from our servers.
Videos are played with the embedded YouTube player. By using these features you agree to be bound by the YouTube Terms of Service. Google’s handling of data is described in the Google Privacy Policy.
No YouTube data other than the active broadcast ID is shown on the site, and nothing obtained through YouTube API Services is combined with learner records.
How long we keep it
Account and training records are kept while the account is active and for as long as the DGB needs them as training records. Sign-in sessions expire after 12 hours. Audit logs are kept for security review.
The YouTube refresh token is kept only until the channel is disconnected or access is revoked. You can ask us to delete your account and data using the contact below, unless the DGB must keep a training record.
How we protect it
All traffic uses HTTPS. Passwords are stored as salted hashes, the YouTube token is encrypted, access is limited by role, and administrator actions are logged.
Your choices and rights
You can ask to see, correct or delete your personal data, or ask a question about this policy, by writing to info@glappy.com. We answer under the personal data protection law applicable in Cameroon.
Children
The portal is for public finance professionals. It is not directed to children and we do not knowingly collect data from children.
Changes
We will update this page when our practices change and show the date of the latest version at the top.
